Why do companies like Monster, Workopolis, and other job finding sites charge so much to list jobs?

What expenses make them charge so much to advertise my available jobs on their site. Please give a logical and educated answer and NOT one like: "It's because they are greedy!"

1. They eliminate the consumer surplus. Most business don't care about the price as it means little to their overall budget.
