Trying to find office work.

- the "scam" job listings don't violate their policies. pyramid scheme type ventures need to reach as many people as possible and no qualifications are required so they can show up under different job types.

- because they are trying to lure you to register with that temp agency. In order to find officework, you have to go to Craigslist in your area.
- They know that folks registered there are probably desperate, and are vulnerable to pitches that they ordinarily would not even consider.
- Probably looking for email addresses, is my guess. Have you visited your local State Employment Service office (in the phone book under govt.) It is free, and they have job listings. I found a job once when I really needed it by working temp, doing a really good job, and was then offered a permanent position by company I was temping for. Not the agency, but the place they sent me to.
