What is the best software to use if I wanted to start a classifieds type of website.?

I want to make a website where people can upload a picture and description of their item and others can view it. They would pay to have their ad up for a certain amount of days. So, I need logins, time functionality and the ability for people to do it themselves. Any idea?

1. You need the ability to code. And since your probably an average joe, then I would say dont even start that kind of site. Plus thats alot to be keeping up. You would need alot of spare time to maintain that kind of website
2. I would design a front-end running using PHP and link it with an SQL database.
