Can section 8 housing programs set their services to pay the individual instead of landlords?

I work at an apartment complex and would like someone to live here, but our management co. doesn't accept assistance directly from any program, but we do accept it if we're not in the middle.

Public Comments

1. Section 8 will only pay landlords. Could you imagine if it was paid to the individual?? Rent would never be paid.
2. The landlord must meet quite a list of requirements. He must be involved.
