Does anyone receive disability (SSI), but does not qualify for low-income housing?

I worked full time for 40 years and became disabled at age 53. Because of my steady employment over the years I receive disability on the high end, but it disqualifies me for low income housing programs. Basically, I have been penalized because of my work record - I have too much income to qualify for low-income housing but not enough to make a decent living.
