I want to sell my house via lottery to affordable housing applicants in NJ. What is my first step?

I reached out to community affairs and received no response. Should I contact a lawyer to begin this procedure? Newspapers, radio? Its a great idea, but I don't know how to begin the process any help is greatly appreciated.
