  1. get a dehumidifier
  2. Replace the windows or dont let it get so warm inside of your house....humidifier works as well....
  3. What is under the apartments? Basement? Crawlspace? If the apartments are over a crawlspace, I would start with a vapor barrier on the ground, and make sure it is ventilated properly. Many people think they should seal up a crawlspace, to prevent air from getting under the home, but this is actually contrary to what should be done. If a crawlspace is sealed off... then you get moisture trapped under there, and the only place it has to go... is into the structure. It is actually much better to put down a vapor barrier, provide good ventilation, and insulate the floor. If this is a poured concrete basement.. I would seriously consider installing a dehumidifier that will drain into the floor drain (if available). It surprises many people to realize just how much moisture is wicked up thru the concrete. Good Luck
