Is there any rule in Mahrashtra Hsg soc act whereby a bachelor can not get an apartment on rent?

I have an apartment in Thane (Maharashtra). I wanted to rent this apartment to a bachelor person. Society's secretary is not approving the rent application just because he is bachelor. Is it a law not to rent apartment to bachelor under Maharashtra hsg soc act? If no then where can I put a complaint against secretary. Thanks, Somesh
