How can I get on the national Cell phone Do Not Call list?

I am already on the National Do Not Call list and telemarketers have mostly stopped calling my home. But now they are calling my cell phone all the time. I have to pay for each incomming call. The regular DNC list doesn't work for cell phones. I heard there is one for cell phones now. How do I get on this list so that telemarketers will stop calling my cell phone and running up my bill?
