How can I help my parents get on a no call list? Telemarketers are driving them nuts and me!?

I just moved in with my parents and often I will get the phone for them and its a telemarketer or a recording selling stuff. I know that in the past there was a way to get on some no call list but I am new to the state (WI) and I dont know where to start? Thanks if you know!

6. when they call you pick up the phone and tell them to take you off their list and then they wont call you no more thats what i did for my parents and no more annoying people calling when im trying to talk to my boyfriend YaY !!!!! =] -Chelsea .
7. when they call just answer, "City morgue: You stab 'em, we slab 'em. Which stiff would you like to speak with?" and they'll stop eventually. lol.
