Is it possible to create something like Craigslist using Visual web developer?

i have an idea for a website but dont have money to pay a programmer, so im learning php to build something similar to craigslist (not similar by contents but technically and a lot smaller). its taking time. so i was wondering if it would be possible to do it using ms visual web developer? i guess learning VWD would be a lot easier than php.
