How to open member list and files to all members?

I had a member tell me they can't see the member list or files uploaded on the website. I want the members to have acess to the files and member's list. How do I open these features?

1. From your group, go into Management. Under the Group Settings, click on Web Tools. Click the edit at the top of the section and then select the appropriate radio buttons and save changes when done.
