Employment Consultants or Head Hunters for foreigners in Singapore

I'm looking for a job in Singapore and everytime I apply online, it is rejected, I don't understand why. They don't state the residential status as a mandatory requirement. I'm just wondering if there are any consultants or job hunters (except Kelly Services) whom I can contact to seek good opportunities in Singapore? I'm desperate to move to Singapore. Please help me in this!! I'm an MBA with 5 yrs experience in Sales.
