How can i make apartment complex fix the things that needs fixing in my apartment?

I live in an apartment complex and they refuse to clean my fireplace that smells and fix the stairs that is coming apart in my loft apartment. What can i do about this in San Antonio Texas.

1. Some municipalities have a Landlord and Tennant Advisory board. Call the city,and find out what resources there are for you. Your faulty stairs sound like a safety hazard, and possibly public health can put pressure on the owners to repair. Not too sure about the fireplace. I guess that would depend on what the problem is there. I am guessing something go in there, and died.
2. Tell them to fix the problem's or you will have someone to come in and fix it and you will send the bill to them.
