  1. Theres lots of lower end apartments that wont care if you have a felony. Although living there might not be good for a kid.
  2. Felonies are Federal crimes, they are crimes in all states. But, yes, there are entire neighborhoods where most of the people living there are felons. Commonly refered to as "the hood" by younger people, "ghetto" by my generation. The housing authority also has a program just for low-income ex-cons with children. You can not choose housing, like section 8, but housing is available. Call the Housing Authority, they will tell you about the program, its waiting list, etc. One of my friends is the property manager for the program in the city I live in (yeah, he looks like a tough guy), I think he told me that the ex-cons pay around 75 a month for rent. He tells lots of horror stories to us more main stream investors (he owns lots of property too). As Alison points out, if you want your kid to stand a chance of having a normal life you need to go it on your own. It would be really hard to raise a kid in that kind of environment and not expect them to turn out just like the other people living there. The same holds true for any kid, any environment, I am raising mine where the adults are all educated, all professionals, and I expect the children in this neighborhood to grow up and expect simular things for themselves. But of course it is your choice, obviously not every one values the same things in life.
