A car with no keys no titile on it what to do?

I live in TX I found a car I want to get off of crags list but the car I want to get has no keys and no ti tile. The person who is selling it is moving so what can I do to make sure I don't do anything illegal. Because I am not sure if the car was stolen. I really need help on this one pleas

1. Get a copy of the vin number and have an officer run it to see if its stolen then go to the title office and see who the registered owner is. If its not the person selling it don't buy it. It just takes a few minuets to get a replacement title for the title office. I did this when I bought a motorcycle off criagslist last year.
2. ask if they have any liens on it because if they do then you will never be able to get the title without paying off the debt first. i wouldnt buy it if they cant give you the title though.
3. Never, ever buy a vehicle without a title. Move on and find another vehicle.
