How are Government Jobs a "Stimulus"?

I heard Obama on the TV the other day talking about his stimulus plan, he said he wants to immediately create 500,000 jobs working to develop renewable energy. Someone please explain to me how 500,000 new Government jobs is a stimulus for America or any other economy? How much more are we going to now be taxed to pay for these jobs and how does stimulate th the economy?
