Applying for Low Income Housing in New Jersey?

How would one apply for low income apartment housing in New Jersey? Is there an application and, if so, where is it?

Here is a link to find the housing, http://www.hud.gov/apps/section8/step2.cfm?state=NJ%2CNew+Jersey You apply at the complex that you find an opening in, they will send your application through HUD to qualify. If you want section 8 you have to apply first with the housing authority, I do not think any of the lists in NJ are accepting applications at this time.
