How to get info on a fugitive living in a city housing authority?

I am needing to get the specific housing unit for a man who is a fugitive and living in a housing authority. My partner tried calling, but they are putting up such resistance. Is there an angle or a legality that I can use that will force them or make them or entice them to give me the information that I need? I work in fugitive recovery. I'm not just some asshole trying to get info that I don't need. Not sure if that matters...
