  1. the council has a waiting list for cheap council property , depending on the area you might want to move to , theres also housing associations that can help. My advice is dont bother coming to england, its not a place for cheap anything.
  2. Why would you want to come here? There is no affordable housing as such. Councils are struggling to find homes for people already here. Many people are waiting in horrible bed and breakfast places before they get proper homes of their own. Other more lucky ones can part buy through housing schemes, and housing associations have a waiting list but may be able to advise you. Do you have work to come to? What is a modest budget and what part of UK do you want to live? All relevant to where you end up really and the type of place you have. When working out a budget for a private residence you can look up on line what type of mortgage you can achieve. The recession has put a bit of a dampner on peoples ability to buy and others have lost money on properties they already have unless in very popular areas. So unless you are relocating for work purposes or being with family I would not come back to UK.
