How can I pass the authority to sign up a housing title form to another person?

My mother and I are going to buy a house here, which means, both her and my name will appear on the housing title. But she is going to China very soon which means she can't be here when signing the housing title form, so she wants to fill in a letter of authority to authorized me the power to sign up the title.
