1. Step in to an urban city and see for yourself. Or call a housing office and ask them how long the wait is. If they say less than 18 months, count yourself as lucky. I believe there is far too much focus on home ownership and helping the middle class and not enough on coming up with innovative solutions and plans to create sustainable long term housing for those living in poverty.
