Affordable Housing Program under Section 42 of the Internal Revenue Code?

I live in housing that operates under Affordable Housing Program under section 42 of the Internal Revenue Code. I'm in South Carolina. After reporting law violations to the office nothing they have done nothing. To what athority can I report this housing complex to? (Don't say the police.)

1. You can start with the City Planning and Zoning office. They are the ones who oversee "blight". Then the County Health Department. Then the State Dept of Real Estate. Then the Attorney General if you think the landlord has broken the law. The AG acts as your attorney when you have been wronged.
