1. It does not exist. Every county has waiting list averaging 3 yrs. Utilities are never included
2. There will not be any with no waiting list. You apply for them with the housing authority. You are only allowed to apply in up to two. You can apply in the county you presently reside in and the one you work in. Most have a 2-5 year wait at this point in time. The only people who get their utilities paid are those with mental disabilities.
3. Simply, you don't. I know of no areas these days without waiting lists for low income housing or vouchers. With the economy struggling, I don't expect that to change for quite some time.
4. I think every place is a little different. There usually are waiting list but sometimes not so long. If you have preferences you can go to the top of the list sooner like if your homeless due to no fault of your own. ( fire, flood etc) Sometimes you can get utilities included. If you get a section 8 voucher which would take a long time you can find a place with utilities included. Some apartments that rent to low income people have utilities included. Go to hud and search on your state. Some housing authorities have websites that will give you a lot of information. I have never heard you can only apply to 2 places. I think you can apply to as many as you want. Even ones in different states.
