2. Depends on what kind of jobs you're looking for and what your qualifications are. There are tons of specialized job sites for specific industries only. You can research them online, there's lots of blogs that have links to specialized job sites. There are also some sites that specialize in high-end, high-income jobs for really qualified applicants, like TheLadders and Doostang,com. Those have better quality jobs but they are targeting a select group of applicants only so you may not qualify.
