How to reinstate drivers license if your in low income housing program?

My friend lives in low income housing in WA State. She got pulled over by a cop today and they told her that she has a suspended driver license. Well, she has no money to pay for the ticket(s), but I heard that there is a program to help people to reinstate drivers license if your in housing. I'm trying to help her, but I can't find nothing like that online, and I don't know how to help her. :( Can someone help me, or maybe how to find it. Thank you.

1. If there such a program the WA dept of motor vehicles ( or similar ) will know about it - look online for www.dol.wa.gov
2. There are programs to assist low income people in getting the necessities of life. That does not include those things that are not necessities, like drivers licenses that have been revoked for failure to pay traffic tickets. Remember, driving is a privilege, not a right.
