What does an open waiting list mean with Hud pertaining to rental assistance?

Does it mean that the waiting list has started over or does it mean one will be added to the waiting list? I live in a small town and they are only accepting 30 vouchers.Any and all information provided is appreciated.

2. It means that their is room to be added to the waiting list...Along the wait some people get bumped off for various reasons --funding may change -etc...They cannot bump off people that have been waiting for years for no reason -you get behind them...
3. If they issued 30 vouchers they have room to add 30 at the bottom of the list. "open" refers to accepting applications. "closed" usually means they have 5 years on the list.
