Fredricksburg 7. either Pensecola or Greenbow 8. true 9. either heading West or protesting in Confederate states or maybe enlisting in the union army, but i doubt it. 10. either it granted any man who wished to start a new farm the land from public domain or provided homes to all Union residents or maybe allowed private housing contractors to build on public domain
