Virginia Employment Commission question?

My fiance is laid off and has been receiving benefits every week for the last 3 months. This passed week he was not issued his benefits and it's kind of putting us in a hard spot. Does anyone know how to get in touch with the virginia employment commission? We've been calling them like crazy and cannot get through!

1. Probably it's because of the recent snow storm and they are backlogged - calling won't do any good or get your benefit check any faster - they already had a heavy load due to the economy and company closings before the storm hit.
