Apartment rent is determined by income?

I don't understand that...the one bedroom apartment I'm looking at is $345 or $405 (determined by tenant's income). So what, if I make $35,000 or more a year I have to pay more for rent? But if I make less then $35,000 a year I get to pay less on my rent? How does that make sense?

  1. because the place you are looking to live receives state aid for occupants who make less than poverty. so they have a fluctuating rental scale. I refuse to live in these places as they recruit the people who cannot afford to live anywhere else and the housing they live in directly reflects that as they don't repair anything.
  2. Yes...it's call rent controlled. This is how people with low income afford to rent at all.
  3. It's a government regulated housing. The more you earn the more you pay. The less you earn the less you pay. They can't charge you what you don't have.
