How do can I send emails on craigslist with my windows live account?

I need to send emails to respond to ADs on craigslist. The problem that I am having is that I am not able to download anything to this government computer. I do have a windows Live account. They are asking for some POC code or something like that when I go to send an email. Will someone help me? please be detailed when you respond. Thanks.
