Can the State Housing Authority give free rent to people who spy on their neighbors?
We discovered via an accidental disclosure that the tenant in one of our VT Housing Authority units get's free rent to spy on the other tenants. This tenant in particular makes it his business to harass and humiliate other tenants and has caused multiple families to move out of our complex. We have tried filing harassment reports and letter's to the upper echelon of the housing authority to no avail. Do they have the legal right to do this? The Administrator for our property called one of our neighbors and he recorded her saying they were getting free rent to spy

- I have never heard of this, but it makes sense that they might send someone in to help identify fraud.
- What type of proof do you have that the housing authority is employing these people to spy and giving them free rent? I thought those who lived in subsidized housing are getting their rent paid either 100% or pretty close? If you are thinking these people are employed by the county because they told you or you heard it through the grapevine, I would take it with a grain of salt. Most likely, these are just people who are difficult. Did you ask your caseworker about this?
