Can a man qualify for low income housing based on his take home pay?

I was just wondering. A friend of mine makes around 50,000 a year but to qualify for low income housing with 4 people in the household you can't make over 40 something. A good majority of his paycheck goes to his 3 kids. Do you think they will take that into account? So the fact that his takehome pay is around 20,000 a year doesn't matter? And FYI the low income housing is 899 a month for rent.

  1. He does not qualify for low-income housing. He has better-than-average income. That's hardly "low income!"
  2. He isn't low income. The income charts are always based on gross income and family size.
