What is the process to becoming Minister for Housing OF AUSTRALIA?

Of Department of Families, Housing, Community Services and Indigenous Affairs. Is it possible to have control of Public Housing of all states of Australia or is it just the one your living in?

To become a Government Minister (of anything) it is necessary to first be an elected Member of Parliament and then to be selected for the position by the members of the parliamentary party with the majority of members (ie the Government).If Government is formed by a coalition of parties the Ministerial jobs are negotiated between the parties. Each State and Territory has a Government Department which includes Public Housing (usually grouped with other "social" functions). The Australian (Commonwealth) also has a Department which includes "Housing". The role of the Australian Government is to set overall housing policy (e.g. disability access requirements, strategies for addressing homelessness, target numbers) and to provide funding to the States and Territories. The role of the States and Territories is to actually provide and manage Public Housing using Commonwealth money and money from State revenues. The Commonwealth Minister can "control" Public Housing to some extent by refusing or slowing funding to a State that doesn't agree to or comply with Commonwealth requirements although it would be politically dangerous to an Australian Government to stop funding a State. It would also be dangerous for a State to absolutely refuse to agree to Commonwealth requirements although States often try to bend the rules and maximise their control of funds .
