Can section 8 housing or HUD count a student loan and financial aid as income?

sure it does I mean other women count welfare as income even though the government is paying...but I think it should..
Normally housing will count them as income as a portion of it is suppose to go towards housing. Other government things may not consider it as income as you do pay loans back but grants are suppose to count as income.
