Why do 1998-2000 Honda Accords always have one opaque headlight and one clear headlight?

Like this one in the first pic u can see one of the headlights is clear and the other is opaque and that is in every Honda Accord of that age i see... http://houston.craigslist.org/cto/2037831623.html Why?

1. I work at a Honda dealer and pretty much all of them "fog" up like that,(usually both headlights) after about 5 or 6 years Civics accords crvs they all do it. It's oxidation and it's pretty easy to buff it out and re polish the lens.
