How to apply for Section 8 Housing in Virginia Beach, VA?

I was wondering who or what agency I have to contact in Virginia Beach, VA to apply for Section 8 housing? I have lived in the state since August of 2009 and I have had a steady job since June 2010. Does anyone also know the requirements or what the waiting list looks like? I know it could be years but I'm willing to wait.

1. You can not apply now. They closed the list. They have to be well below median income. Seniors take first priority, then the disabled, then families with children. You have to live or work in the county you apply in.
