Get paid as an apartment locator?

So I'm in the process of setting up a site for my small city to help locate local apartments and rental homes. I was going to set it up as just a basic site with some ads to create revenue and then a buddy of mine that used to work at an apartment complex said I should just go all out and get paid for the referals and leads to the individual complexs. My question is, what's the best way of setting up a relationship with the apartments to allow me to collect referal rates? I'm really look for some ideas on what to include in an "offer letter". Any ideas or feedback would be great!
