AJC classified list Airline jobs, American Careers, 2020 Pennsylvania Ave, $35 app req. I this is a scam?

found an add in the Atlanta AJC classifieds for a company called AMERICAN CAREERS, 2020 Pennsylvania Ave NW, Suite 348, Washington DC. Claim they have jobs from $14-$22hr, however they are asking for a $35 application fee. I believe that this is a scam. Why do you need to pay an application fee to gain employment?
