Im on the waiting list for a scattered site apartment for Chicago Housing Authority?

Im on the waiting list for a 1 bedroom scattered site apartment for Chicago Housing Authority. They told me 2 to 4 years on the waiting list. I been on there since april of 2009 how long will it take to get the apartment im a full time student in college and looking for a job?
