Can I transfer to a different apartment complex in low income housing?

I live in low income apartments and I do not like to community there. I would like to put in to transfer to a new complex but still in the same county, Is this possible with housing rule and regulations?

1. Each complex is usually managed independently. You would have to apply and be approved by the new complex. Plus, your current landlord would need to approve you breaking the lease.
