Do Vancouver apartments allow therapy pets with a note from a doctor?

If I have a note from my doctor, can I keep a pet in a no-pets apartment in vancouver? I currently live in Oregon, and if you have a note saying the animal is for therapy, you can have it regardless of the pet rules. Thanks for your help~ if it makes a difference, I am talking about a cat...

  1. When you sign a lease, the contractual agreement will specify whether pets are allowed in the apartment or not. In Canada, this is primarily to prevent people from having dogs that are left alone in the apartment all day to howl or bark and disturb the neighbours, or to prevent pets from urinating and defecating in the apartment which may smell up the building, ruin hardwood flooring or carpeting. I think that the only exception to this rule has to do with guide dogs used by a blind person. Not allowing that person to have the dog in their homes would discriminate against the person for their impairment. My guess is that if you contact an apartment complex that you are considering moving into and you discuss the issue with the landlord, many will make an "exception" and allow you to have a pet in a no-pets allowed building. But they maintain that restriction in the contract so that they have a legal reason to evict you, in the event they do have problems with you because of the pet.
  2. It is not a violation of the Residential Tenancy Act in British Columbia for a landlord to refuse to rent to people with pets, or to charge a pet deposit in addition to a security deposit. In fact, it is very difficult to find rental premises that will accept pets at all, especially dogs. An assistance animal, such as a guide dog for blind persons, is not considered to be a pet and it would be a violation of the Human Rights Act to refuse to rent to a blind person with a dog. It could be argued that such a refusal would be discrimination on the basis of physical disability. I would guess that a therapy pet, being a pet, might not be in the same category.
