Is there a limit to the number of pets you can have in a Federally funded housing program?

I work for a non-profit, part of our services is to locate affordable housing for chronically homeless single adults. We have a standard rule of one "therapy" pet (dog) per client. One particular client has four dogs and we are finding it difficult to lease an apartment from any property owners because of the number of dogs this particular client has, is this legal?

  1. What do you mean by "therapy" pet? Is it just a term y'all use in office or are you referring to a service dog or ESA? The disabled people's rights to service dogs and ESAs are legally protected. Pets are not. No property is legally required to allow pets.
