Free lance Artists?

Where in the New york city tri state area could I search for free lance artist? I have searched craigslist and found nothing... I need some pictures drawn but I cant draw although I have a vision for what I want. I was considering finding a tattoo artist but I would also need someone with whom I could develop a working relationship with. Any ideas? thanks
